There is no formal minimum user count, but Business Central is typically bought on an annual commitment billed monthly or annually through a Microsoft partner. Adding users mid-term is straightforward; reducing them usually waits for the renewal date, so it pays to size the initial order sensibly.
Implementation is quoted separately and covers discovery, configuration, data migration, integrations, training and go-live support. A finance-only rollout for a small team is typically a few thousand pounds of services.
